For what I've understood, emphasizing melody belongs to the tradition
of european music, while for example traditional african music has
much more emphasis on the beat and the melody is not considered as very
important. Now techno is black music, so electronica sure has strong
black roots. I guess the idea is not in making melodies that you can
whistle but grooves that make you move (sorry). Or take for example
samba - usually I don't much love the melodies used in the kind of music
but the beat is so driving.. Which takes me to Fused & Bruised's This Is
Latinamyl-comp, which is, like Norman Cook said, essentially acid samba.
Listen to Elite Force's Saturnalia (Panamatic Redesign). You can't much
whistle to the melody but neither can you sit still while listening to
it. This is a big part of what I love in this kind of music.
