They are both good L R, however, Entroducing is his debut album, Pre-Empive
is his "best of" remixes and some extra songs not on the album. On the FFRR
label version, there is an extra CD megamix remixed by Q-bert (Camel
Bob-Sled), originally on Mo-Wax as an individual release. Both have their
good and bad points, but both are essential releases. The Japanese version
of Pre-Emptive has that hard to get Shadow remix of Depeche Mode.
It may be a good idea to listen to both of these and make your own
decision. Both of these outlast and outblast UNKLE in originality and
composition.
