Try juno.co.uk (I guess). They are UK based, and send a weekly newsletter.
It's not of use to tell you what exactly gets released in *your* country,
but you're get at least an info on what's up in the UK. And because a lot
of Acid Jazz/Downtempo/... is British, you'll now about records before
they hit the stores near you ...

On the topic how the label <-> distributor <-> record store thing works,
that's what I heard:
- Labels look for a distributor (worldwide or only in certain countrys),
  and make something out with them
- Distributors send lists with the new releases they have (sometimes with
  promos, I guess) to the record stores (I guess the record store first
  has to get in contact with the distributor) to choose from
