Just to stir things up a little - the place and environment has a lot to do
with the music people come up with. Good hip hop from the U.S. cannot be
made in the same way in Europe unless, which of course, happens, is just
very weakly copied. The urban experience for those into hip hop is real
different to that in the U.S., e.g. listen to the French hip hop.
As for the downtempo shit, I lived in Bristol for 4yrs (92-96) and the
music such as Portishead, Massive Attack was definitely a product of the
particular situation and melancholic antipathy of Bristol as well as the
creative talents of the artists, which was never that influenced by London.
Resultingly from Bristol alone I could probably name 10-20 downtempo
bands/producers that would lick any of that U.S. Check (one of the
originators of that scene the new Smith & Mighty albumn for a start.
