The soul/jazz/funk/latin vinyl were primarily taken
from American in the mid 70's by the Europeans and
Japanese, which is why they are so "rare" in the first
place.
However, you can still find some quality pieces, you
just have to look a bit further and deeper, as most
cratediggers would.
Some say that you can always find quality stuff at
thrift stores (or "charity stores"). Diggers say the
quantity is dry, but that's not true. I run a section

and among the junk and clunkers, you'll be able to
find some quality pieces.
You can definitely go to yard and garage sales here in
the U.S., but with Fall weather here, you will find
that most of those type of sales being done more in
California, Arizona, New Mexico, Texas, Florida, etc.
Up here in Washington State, there will be yard sales
until first snow drops, and even then you'll have some
diehards.
You can also look at some of the free newspapers they
have at supermarkets with classified ads. You can
often find people with estate sales or storage
facilities selling their stuff because someone didn't
pay their rent.

If you have a want list of records, expect to pay some
hefty prices. But take the effort to search through
other means, and you'll be able to find some quality
pieces. I collect for me, I collect to resell, and I
collect for sampling purposes, and if I can make it
out with at least one record in my hand, I'm happy.
