I think this IS a hoax. I found the following on the web

"The file that is mentioned in the hoax, Sulfnbk.exe, is a Microsoft Windows
utility that is used to restore long file names"
do check this out - and could someone confirm this for me.

suggested and i DID find this rogue programme file in my c drive (deleted
safely) - the notification message came to me via the COMMA discussion group
